How did you find the old broken link? Was it on one of our other webpages or did you find it through a Google Search? If it was on another page on our site, I would really like to know what page that was so I can fix it.
I found the link by going to the "About Us" tab and clicking the first level link "The People" - to be clear, I am clicking on "The People" and not any of the expanded sub-menu items under that item.
From there, if you click on "Council: Officers and Members", you should see the observed behavior. Please also note that the entries found on the /people page do not match the entries on the expanded sub-menu, which I assume is also an error.

I think I just fixed the broken link you found, thanks to your excellent description.
BTW, if you happen to know of a good way to find all broken links on a website - and more importantly what page thay are located on - I would love to hear about it. We ran some scripts which found links that don't work, but the results didn't actully tell us on what pages the links reside, so it becomes a guessing game to find them.
Feel free to PM me if you know of a tool that can help us in this regard.
