The manual for VSX submissions notes that HJD should be used where time is specified for epoch.  Now I wonder since there are really two components to precise times, what about the time scale?  For much of the AAVSO data we use UTC.  Should submissions use UTC?

I ask because many of the recent surveys use BJD and time scale TDB.  Now the difference between HJD and BJD is on the order of a second or two, but I believe the difference between UTC and TDB is more like 100 seconds.  Should we convert TDB to UTC for submission or is this too small a time difference to matter?
