I have been attempting to enter my visual observations individually as usual, and enter the date as "2019/01/01/08/25" and I get the error msg "The year must be between 1913 and today." The data doesn't seem to be accepted, so I am stuck. I believe this exact same problem occured one year ago too! Thanks for resolving it.

When I woke up this morning I was able to enter data in my usual format "YYYY/MM/DD/HH/MM". So, the problem appears to be a transient one, right around the time the year switches over at midnite! Same thing happened last year at the 2018 switchover.
