How does the plug-in "New star from Hipparcos file" work? I have tried to save the data in a .txt file, but that's not the correct format. Who can help?

I just tried the example HIP URL we mention here:

in VStar:
but no observations were found. I notice when I navigate to that page in a web browser that it redirects to the Hipparcos home page. I'm wondering whether something has changed with respect to the Hipparcos catalog web search.
