Received two new FY Lib images that appear to have been taken under cloudy conditions; no WCS solution, only a couple of what appear to be stars on the V image, one on the B image. I assume I simply delete them.

Yep, if the images are bad/weak/cloudy, just delete them. No need to submit potentially erroneous measures.
