Recently I also have have noticed a problem signing in to VPhot. I can't figure out what the exact circumstances are that cause this problem, but your description sounds similar to what happens to me. I don't see any Error message when this happens. I have discovered a little song and dance which seems to work reliably when this happens.
Go to the AAVSO home page (if you're not already there). Make sure you are signed in to AAVSO. Then, scroll down and click in the box Tools and Observer Resources. On the next page click in the VPhot box. From the next page after that you should be able to sign in to VPhot.

Addendum: I just realized that this problem only occurs for me when I use a bookmarked link that points directly to the VPhot sign in page, but this is not consistent. My bookmarked link usually works, but when it doesn't, going through Tools and Observer Resources on the AAVSO home gets around the problem.
This time I noticed that I got in when I clicked on accept cookies. I signed out and back in and couldn't access VPHOT even with accepting cookies.
It could be at my end with router issues?? I did come to another dead end I could not back out from with the announcement for Arne's new choice course.
I did get into VPHOT after several tries....the problem might be at my end.
So ignore the message, unless somebody else has the same problem.
